Tips For A Home Made Dorothy Costume?

I need to make a Dorothy from the Wizard of Oz costume. Help! Please! Tips? Ideas? Suggestions?
(I'm 17, we're doing a group thing for halloween and everyone's going to be a Wizard of Oz character)

Just get some red ballet flats, at like Walmart or some store cheap. Then get a blue dress do your hair in pigtails. Maybe wear a white blouse under the blue dress.Then carry a basket with a little toy dog in it.
A white t shirt some bib overhauls and some red shoes i like flats myself but heels will work
they have the fabric and stuff at walmart all u need is a pattern
