My daughter wants to be a baby in a baby carriage for Halloween. The baby costume is easy, but I'm trying to figure out the best and lightest way to construct what would look like a carriage that she can walk in but looks like it has wheels. You've seen costumes before that are store bought that look like a kid driving Thomas the Tank or riding a horse. Something of that nature but a homemade version of a carriage.

Anyone got any good suggestions? I have a cute short plain black dress that is a V-neck and really show off the cleavage. I thought about buying the stuff to be a flapper girl but since the V-neck I don't think it would look right. What else could I do? I don't want anything gruesome!
