Dog body costume and ears. Can he handle face paint? If not, try a very soft material (cotton blends perhaps?)
If you want to go minimal, just get the tail, ears, maybe some paws and have him dress in brown. He could get a collar and fake bone too. Let him make doggy sounds. Things like that.
Make one! Ask him what color dog he wants to be and buy some sweats of that color. Get some felt and a headband to make ears. Use some more felt for a tail and spots. If he can tolerate face paint, add a spot around his eye and a doggy nose.
This will be a fun project for you two to work on together and most likely less expensive than an actual costume!
