The upper class were the ones who had the very wide hoop-like skirts. These dresses make movement a little bit more difficult but increase the feeling of elegance and allow women to easily jump into the role of an aristocratic lady. These dresses are often patterned and very colorful in their elegance. Add in some matching hats and umbrella and you have a beautiful Victorian costume that works very well for a wide variety of get-togethers and festivities.

I know some places like Party City can manage to sell stuff all year round, but I've seen some stores that ONLY sell Halloween stuff and I only notice them around Halloween, then they disappear like some kind of phantom... What the hell is going on there?!
